The 2023 Azerbaijan GP had 23 overtakes of which 19 were shown in the live broadcast. The Sprint had 20 overtakes of which 14 were shown in the live broadcast. This is the same amount as last years similarly uneventful race.

Numbers for Baku are listed below:

I think the drop off in overtake numbers at Baku can be largely blamed on the hard tyres being way too hard. I think a conversation regarding the 3 tyre rule ought to happen as it doesn’t really suit every track. If the C4 and C5 tyres were the only options a more interesting race would be much more likely. More overtakes do not always mean a better race (2016 being a prime example) but drivers being in more competition with eachother and having to use more worn tyres does increase the likelihood of more entertaining things happening.
